Countdown Numbers Solver
Solves the numbers round of the TV game Countdown and the classic 24 game: combine the given numbers with the four basic operations to hit the target exactly, or get as close as possible. The search is exhaustive over every subset of the numbers and every order of operations, so an exact solution is always found when one exists; it also reports how many distinct values are reachable at all.

Notes
- Countdown TV rules: each number may be used at most once (you need not use them all), and subtraction or division is only allowed when the result is a positive whole number — no fractions, no negatives.
- Those constraints are why some targets need clever detours: dividing late or subtracting a small number can unlock values that direct multiplication cannot reach.
- The 24 game is the free-rules variant: reach 24 from four small numbers, where famous puzzles like 3, 3, 8, 8 require fractional intermediate results that the Countdown rules forbid.
